Libertarians and robots

As long as the robots do not infringe on property rights, libertarians are fine with them. But how do libertarians make robots obey property rights?

A libertarian engineer would say, "Require all mobile robots to identify themselves with the industry standard wireless"

That way, humans can always know where they are when where they came from when they get into trouble.  Robots do not have freedom of speech and assembly (Or do they? Citizens United??).
