The cheapest method to reform this government is a general tax strike, otherwise every home owner incurs a difficult and long and expensive process of property reassessment, and the cost to the county will require more tax hikes.
It is a corrupt mess, the worst in central valley California, caused by government, supported by some nonsense about morality from so called elites. Another Mexico in the making.
If the taxpayers could force a quick entry into bankruptcy we will save years of turmoil, corruption, violence and strife.
