He looks at the size of the most free states and concludes by comparing US states in terms of modern restructuring.

I would suggest two modifications.  Restructure political boundaries for the new federal system based on Congressional units, these are the best quants we have.  Second. I would worry less about the relative size of each nation state, and worry more that districts are free to self select adjacent agglomerations.  I can see a very large, sparsely populated nation in the center of North America, and many dense city nations. Anyway, read his solution.

Here is a discussion on Zero hedge discussing the consitutionality of the issue.  I really don't see a problem, the constitution allows restructuring of state boundaries,  except the Senate issue still hangs as a drag on equilibriation.
