We have no spare capacity

Fatas and Mihov claiming we do.   Economists like to point out the difference between natural growth and reduced growth.  We always get back to natural growth, but often do it by eliminating things that economists call excess capacity.  The claim of excess capacity is a comparison across time.  A lot of things we did yesterday no longer work because of energy shortages and better competitors.

Are there things Congress can do to help?  Yes, plenty, but it takes a full blown depression for them to get the message.
