We have too many stars. Let's make the United Regions, a better sample. Let us go with 9 Regions. No Constitutional change required. Regions form as groups of states. We keep central government with a balanced Senate. All done with the powers remaining to the states.
What will it take? Default, the certainty of default in Washington DC.
Think it through a bit. If states were more balanced, then uniform lending to states makes more sense. Even better sense is regional banking, nine of them, with some discretionary powers in municipal bonds.
