Ned is taking away a large state goodie

If Ned takes away the deduction for state taxes then the large states, Texas and California cannot scale up to size in their government programs. We get a huge coordination problem. 

NYT: The proposal would scrap most itemized deductions, such as those for state and local tax payments, a valuable break for taxpayers in Democratic states like California and New York.

But,but...the senate is broke today because Texas and California do scale up to humongous, and drown the little hoovers.
