Then why did cities agree to the contracts?

Pension costs ‘unsustainable,’ California cities say

The cities doing the complaining are fairly elected legislatures. If legislatures have a problem, the problem is with the US Supreme Court, or the problem is with the voters.  Which is it?  Cities need enough brains to answer the question else it defaults to voter choice, and cities are bankrupt by choice.
