Who can we blame? NRO? The wasted effort by Reagan.
How about a trillion on aircraft carriers now threatened by drones? The B1 bomber program, almost never used now being cancelled? All of the needless pentagon mis-spending has advocates at the NRO.
If you want efficient pentagon spending, ignore NRO.
