Reading between the spy vs spy dialogue, a bunch of Putin local rulers were fooled, so it is claimed. In the backdrop are the Ukrainians hinting a spies in the Putin Palace, and visa versa. Putin has the inner circle, his uniformed offer set. Ukrainians hint at a spy in that group.
\Putin's economy is built around the satraps, mostly the oligarchs. He needs them for logistics, but according to stories, all the satraps where shocked at sanctions. Now Putin wants them back in central planning mode as markets have vanished. Way to late for command and control to salvage the logistics problem.
