A better solution to python variable arguments and dictionaries

We add one feature to dictionaries, they have a local context, even if it is None.  An essential component of dictionaries, but otherwise we keep their functionality. In the attached local context, key words are immediately defined, as keywords.  Then tell me how I can use keywords in the local context. Make keyword have an operational definition.
