Puerto Rico still has generating capacity. Look at the network, powering homes is mostly local wiring, you have to replace the poles in any event. Since you have to get the pole cranes thru the streets, then you may as well send tanks of diesel to the generators. What charges the batteries? Why electrical generators, naturally; feeding the batteries via power poles.
They got the same problem your electric cars have. Who wants to stack piles of lithium all over their neighborhoods.
