Would network theory predict this? Certainly, if an economy must have central government,then dead weight losses are going to occur with respect to federal taxation of local municipalities. Network theory would have some of this loss restored with cash grants back to the municipalities. What matters is not infrastructure spending, but spending on whatever local voters deem necessary, from beer pubs to cash in the pocket, as long as fair local voting determines the investment.
It is all about the accuracy of the transaction, which means fair voting from federal to local.
