Managing taxes in the nine United Regions of America

Central government is always here as long as people sit around in large groups. But after the Senate fix, a matched Senate and regional government allows us to distribute taxes better. Like, bound the lowest tax bracket for central government, and match the tax bracket bounds to services rendered down the chain. In other words, not socialist nor libertarian, but accurate. Any cost shifting is done with accurate voting.

The assumption here is that it is usually the rich who conspire to form higher levels of government, in their own favor.
