The senators said the White House has not communicated effectively to Senate Democrats and they and their rank-and-file colleagues are being frozen out of the process.The Hill

That makes a total of three Congressional districts using two Senators to save the entitlement. California has about 1/25 of the Senators to speak for the economy out here where 30% of labor avoids the entitlement tax entirely..
