Its not really a government shutdown

The clear implication, however, is that she does in fact expect Democrats to refuse to agree to further spending cuts even if refusal results in a shutdown.

It is the opening for business of regional government, the likely replacement. We often forget that government doesn't go away, it simply reconfigures itself to be closer to its economy. The issue is hysteria, the socialist camps do not understand the concept of rebuilding government.
