The Economist has done some work. The redder the state the more the payola.
First, who pays the bills. Minnesota and Delaware suffer huge deficits, thanks to years of bozo Senators, including the current comic Al Franken and Joe Biden. Then comes Illinois, the bankrupt state, and New York, home of the New Deal.
Two puzzles. One, cold, large states get ripped off. And two is Delaware. Why would Delaware waste its over-representation in the Senate? I think it is the Biden effect, sort of a rare event.
Connecticut is easy to explain, Leiberman is a serial war declarer.
States striking it rich? Most of them over represented by the Senate. Being a channel theorist, I look at the number of bins put up on the payola category, winning states are broken into four shades of red. That tells me that the Senate Goodie factory spits out fours sets of -iLog(i). That four stage production factory has to be maintained for the Senate to cooperate.
