Can Trump run up the deficit as Bush did?

Glenn Reynolds: Well, Trump really can’t run up the debt the way Obama lil Bush did. At least, I hope he can’t.

As is clear from the chart, lil Bush left the deficit at a record, about 9% of GDP.  Notice the deficit went away faster, under Obama, than any other president in this chart? Notice all Republicans appear to be welfare bums going deficit binge spending; perhaps Glenn is one too.
