There fate was sealed if they didn't act, Chicago, and Detroit loomed. NY was next in line, it is the fourth most insolvent, and New Jersey is worse.
It would have been unfair to let New York collapse without another shot at the presidency. But, they will jam the graph a few times before they're are done, and are likely screwed anyway
