Top party leaders cinched a $900 billion relief deal after laying down their swords. But it took an empowered, bipartisan group of moderates to help bridge the divide.
Read the text and find they broke down to subgroups and swapped earmarks.
Before this could happen, the proposals and debate needed to pass through the broad swath middle state capitals to get their approval. Earmarks cause the extra step, and it is a long turn around from senate to capitals to senate again.
This is why we need my earmark machine, the interactive Watson bot that can auto trade earmarks ahead of time. Governors can do their earmark swapping ex ante. Either that or revenue sharing, it is the governors' choice.
