California is now officially ruled out of the Swamp, and we can thank the teacher union, plus the side effects of Jerry Brown's two tiered union reform which stuck the young generation holding the bag.
California is not, in any shape or manner, out of the woods, but their special bailouts from the Swamp are likely gone.
Make that two ungovernable states in the union. The first and fourth largest.
