The meaning is the same, the Second guarantees that frontier towns could assemble their own law and order when needed. Why and the fuck do we want regulated security details to have assault weapons? What the founders were looking for was the ability of communities to avoid the necessity of a national police. Remember the prohibition of quartering troops in private homes? That was to avoid a national police force and allow communities to create their own.
