Rigged by the states themselves

Was Census Count Rigged? Texas, Tennessee, Florida May Have Been Robbed Of Congressional Seats

If I recall it was mostly these states that tried to prevent the undocumented from being counted.  In doing so they under counted many legal Hispanics, like Florida, jammed packed with Legal Wanna Be Latin American Tin Horn Dictators.

But I digress, Texas, which screws up more than Californians these days, fouled up their new election system, adopting the Trump motto of "Repubs should not vote." Texas and Florida seem to elect turnip brains.

Tennessee is likely worse, though I seldom consider anything they do as relevant.
