Neither of them want the stuff. George Will says Pennsylvania should scrap the more accurate vote by district plan. Will opposes it because adding more democracy might make his favorite party vulnerable. Barney Frank says that California with 1/10 of fair Senate representation and 1/6 the economy of the USA cannot have its own central bank.
Neither believe in democracy.
