This post needs a bit of detail

(Bloomberg) -- President Barack Obama will ask Congress for as much as $68 billion more than current budget limits in fiscal 2016, according to two people familiar with the administration’s proposal.

I should go into this a bit because it speaks to the heart of an important issue, mainly California trying to get in front of the line for DC cookies.

We have a system out here in the Southwest, in place since the civil war.  Its the quark system of rotation between Texas, California and Mexico.  We rotate, each taking their place in turn.   Absent this the unions fails, its that simple, the three economies cannot survive without the three way trade.

Why does California want another turn at the federal cookie machine?

1) Obamacare is eating up a bit of the state budget.
2) QE has stopped and the pension funds are starting to be stressed.
3) The new immigrants are taking a some of the budget flexibility.

So, the UC system, in all of its stupidity, has been playing this game of threatening tuition hikes unless they get more dough.  Jerry Brown knows the game quite well.  So what the UC establishment does is work the national Democratic party, and Obama falls straight into the trap.

Illinois did not get  their cookies for four years, only just last year have they caught up and now they outperform California. Our bonehead California legislature left the pension fix half done and failed to see the side effects of Obamacare.  Nancy Pelosi knows its Mexico's turn, she has played this game for 50 years, now she thinks she can change the rules? Not so fast.

Texas, Florida, Illinois knows the rules. If Obama tryies to push California back in front, then Hillary of Yawk will not be mayor of Swamp. Her philandering hubby knows these, Bill, like Jerry, is a master triangulator. Eventually Hillary might even be able to fit the concept inside her pea brain and then her army will rebel.

Republicans, the spending machine that they are, will even figure out this game, Rick Perry knows the system, he will spill the beans.  What the California political machine is trying to do cannot be done, except with huge risks.  The machine out here has had its turn in the cookie jar and that is all they get.

Obama simply does not know what he is up against, one does not try to change the quarks without a huge collider handy.
