Apply channel theory to government and the medical industry

The goal of the central planner is to build a system that generates a Fibonacci sequence that is a prime multiple of the over all economic channel.  Take the existing economy, as measured with a Hildago Encoder, generating the network dual.  Separate out the existing medical systems by successive decomposition until you get a prime polynomial covering the USA.  That result, is by my guess, the emergency room hospital system, the most uniform medical delivery in the economy.  Run that directly with the central government, then try to branch out from that government medical network in small steps. Krugman calls it the Wal Mart theory of the economy.
