The problem is, how do you measure congressional productivity?

Ezra wants to know, as does Rep Cooper of Tenn.
Answer:
Can representatives of the House engage in more frequent, but smaller transactions with their constituents. If so, then channel efficiency is increased, and the channel can do more things ,more often over smaller domains.  Solutions at the retail end of government are less sparse, and less heterskedastic.
