Bartlett narrows down the political channel

Here,  Bruce examines the limits of political budget cuttting over time.  What can we expect from the aggregate voter when they are viewed as government budget managers.  On a related note, check here to follow along mathematically, where the Wiki discusses the resolution required to maximally quantize a variable set. Bruce wants to know the resolution the Tea Party needs to cover the variable set of voters. So do I. Bruce is narrowing things down.
