Counties may be redundant

Even with bonded debt at over twice the tax levy the county continues to bond to buy or build golf clubhouses, solar panels, warehouses for private-sector companies, low-income housing, parking garages, dog parks, and even tiles. HT Pension Tsunami

The author discovers a category error in the WSJ map of bankrupt states, county debt was not included, a major whoops. Once the author adds local knowledge of New Jersey county debt then the story changes, dramatically.

Eliminating counties in California may be a step, they mainly serve unincorporated towns and hamlets. I dunno.
