Hard to compare, and hard to include all variables.
Why so hard to compare? The public sector uses a substantially different compensation schemes.
Solution? Have the public sector system adopt the same compenssation scheme as the private sector.
It is the economy that must do the calculating, and the more acuracte it can calculate, the better the results. So I am a big fan of the Utah system. Once the private sector and public sector use the 401k style system the taxpayer is no longer subject to obfuscation.
