Here is the reform we are headed for

The reformed state map in which fair Senate voting has been imposed. This is a perfectly constitutional revision, requiring majority approval.  It is democracy.  What we lack are politicians with brains. With this scheme, every Senator is matched to an approximate number of congressional districts.  Thus, both the House and Senate talk the same language.  The side benefit is the elimination of the hated California racial apartheids.
