Jefferson should join Northern California

Jefferson should join up with Northern California, in the Draper proposal.

Or Jefferson should join Oregon. The people of Jefferson mainly complain about the people way down south, and the Marin county mafia. But the new state of Northern California has much more in common with Jefferson, and it has a big city.

I propose, again, the California Shadow Senate:
In this scenario, we approve the five state initiative, South, North, Central, West and Bay. Then we begin Senate elections according to federal requirements, producing ten Shadow Senators sent to DC. In DC they reside as the managing board of the huge California lobby back there. Given that lobbying power competes with voting power, these Shadow Senators will have both.
