By the neighborhood, any race except blacks, oddly. Look at the neighborhoods where it is prevalent, crime skyrocket, gangs rampant, women trashed. Any neighborhood so infiltrated will be a wall to climb out of and welfare assistance barely helpful. That and the opioids make guv assistance have extremely low utility.
