Consider drug prices too high

Government is both the buyer and patent protector, hence the likely cause.

The extra cost to the budget is earmarks gone for the small state senators.  They make up for the loss as best they can by getting political bribes from drug companies.  The idea of the Constitutional Adjustment Act is to get small sate voters to vote politicians intelligent enough to observe the bad trade.  Hence, his state allotment, in total across all states, is reduced when ever the small sate senators get stuck.  The small state senators can then observe their own ignorance and correct it, with the help of voters. And the increased allotment make it worth while for other to move to the small state and make it a bit smarter naturally.

So the small state senators have goo incentive to get clues about drug prices and patents. The idea of the adjustment act is to acknowledge that dying states like Vermont cannot possibly hope to produce honest intelligence. Right now we are expected to accept boneheads from these states, like Wyoming is supposed to produce something smart?
