We just send the good state of Montana about 3 billion a year, the second item on the budget, and be done with it.
We have a real choice here. Acknowledge the Constitutional state system up front, and just pay for it. Or we can try crap like Hawley above, mix laundry and apples for no apparent reason.

Face facts, our paths are few. We cannot fix the Constitution. We can break up the union or simply acknowledge the state system and put that in the budget. Allocate 150 billion up front, pass out 3 billion per state, then get on with budget management. We neutralize the Constitutional blunder at minimum cost.
California, Texas and Florida have a monopsony; a cartel or sort. They are not giving that up, it was and is under discussion in California, the vote is no. So, they pay a yearly, one time cost for the state system, relative to small states. Medium states break even. In the end the big three are better off, they get more autonomy and the Swamp will enforce due process on the beneficiary states. Pareto efficient, all states better off or neutral, transactions costs low.
