These were all pistols, deranged with pistols, hard to corral those things, a huge gray area. It is a I dunno. One might consider getting the staff well trained, with access to, arms to bear in a regulated common defense. And guarantee the public rights defined in the Second. I dunno.
Now here is a case the right wingers might like. In a bar, in dangerous territory, can the government order a private, regulated militia? Can government call up the staff of the bar and provide necessary training in regulated, badged use of pistols on duty? This is my gray area, because, if I frequent the bar, I want this rule, I am unarmed.
The Walmart example. I want uniformed Walmart detectives with their coat and tie and concealed pistol. I am an unarmed Walmart customer. Can government make Walmart liable for providing uniformed, respectful, but dangerous cops?
The true meaning of the Second was the ability to call up a regulated militia. Essentially, it makes the draft almost legal. State regulators often require merchants to pay qualified police for unusual public events. They will always have that right, it is the Second. Ther conflict is unavoidable, governments need to insure a regulated militia, is a liability to the merchant, who then requires some common sense, like no open carry. My rights, gone unless loacla state and federal government cooperate in reducing the effectiveness of civilian regulated militia. Government sector has to apply regulated command and control over the high caliber, and repeaters, and track loose guns otherwise, with all the common sense exemptions, a finite set. It is all int eh the Second, much more powerful than we have conceived.
The real problem with the Second is how to handle Texas cops, out of control.
