We need a systematic bias toward the small state

Delivery skew is the prominent money loser in US government, California on the one hand, and tiny states on the other.

There is no Constitutional change possible, we are beyond that.  I say pay the ransom. Lean toward the small states a bit with a small state supplemental fund, somewhere, somehow; cheat, in other words.

There is a better Coase here. The current situation generates small state socialists, like Bernie, or the small state gun nuts declaring war everywhere, both of those philosophies about finding survival of tiny states. Small states need welfare, and they will extract it via the senate. Make the long term contract and simple hand them the money..

Cash in inverse proportionality to senate representation, a permanent arbitrage, a ransom, bribe. Moving to a small state gets you a better government deal, always. Not necessarily a better deal overall.

Simple bill:
Each yer the senate cash is appropriated, and delivered to states based on the number of senators.  Small states make out like bandits, as per the Constitution. Like one massive earmark, done once a year. This is the second highest budget priority, just behind interest charges. Then the senate is lubricated, neutralized to simulate a proportional legislature on the big programs. The parties more evenly split on the big issues because small state existentialism has been bought off, in both parties.

The bribe, originally Delong's idea. It is an implied Constitutional mandate, it is going to happen. So make it a public law for the financial support of Constitutional republicanism, small r. Pareto efficient. After the allocation, the small state senators have great interest in managing the efficiency of the House social programs, but they have essentially given their voice out of fear of next year's allocation. The mal proportionality is canceled yearly as the second budget priority.
