What do we do with Wyoming?

The smallest state by population is Wyoming, with fewer than 600,000 residents and a negative growth rate of almost 1% per year.
and Alaska, Vermont,  North Dakota.   These states are hardly viable, they do not have enough of a population to find enough common sense officials. Their universities and local colleges will be sparse, offering much less variety. And people end up leaving, they shrink absolutely and relatively by much more.

Our choice is restricted, build them up with subsidy or find a ways to absorb them. We end up with the former, we will subsidize just enough to keep the rest of Congress cranking. Suggest we price it, hence my program for the yearly senate grant, House approves a yearly earmark of $150 billion, more or less. That comes to 3 billion per state, more or less, depending on how well the senate operated efficiently in the previous year. The House bribes the Senate, a perfect solution. The small states can price their own smallness and decide for themselves.

We end up with a fair fee to cover the blunder in the Constitution.
