Below this rocket war is an evolving UAV war, low cost flying bomber attacking the patriot radar and defense UAV engaging in air to air combat.  It is a paradox and the safest war of all, each side is incentivized to keep expensive equipment and people away from the war zone, which yields to the answer, why not. The war is more inexpensive than the hassle of explaining it, like a sport.
