The stimulus is about 100% earmarks of a thousand varieties. It cannot be fairly negotiated, so why bother. Revenue sharing, even when it means cash handouts work because we can make change and negotiations go well.
This is about the simplest conclusion any macro economist can make, yet none of them make it.
