Cities collect retail sales taxes. The Fed imposes a large monopoly tax on fiat banks. Vendors veriticalize distribution to avoid the Fed tax. Velocity goes down. Cities have no access to taxable transactions. Retail sales taxes in the cities are about as democratic as it gets, and it fits cities well and retail sales taxes only work when the fiat banks are not impaired.
Can we blame it on Amazon? No, if fiat banks were unimpaired, they would be participating in the Amazon distribution, providing services. The cities are still free to apply retail sales taxes, fiat banks were never the problem, it was the central bank federal valuer added tax applied without warning.
If you believe in both fair, efficient taxation along with a monopoly tax dollar, then you have to free the fiat banks from the Treasury burden. Treasury ultimately controls coinage power but it can exercise that directly without involving the fiat bankers. Fiat banks will be willing to pay a fair license tax.
