When the large states rule

 Then revenue sharing favors the districts. If Vermont gets a billion then California gets 50 billion, and the total is 435 billion, a fifth of the budget. If the senators can fit than in, go ahead. 

That is 2% of GDP, and is democratically fair. But, if you try to increase that then Vermont will end up with a huge surplus beyond its state budget. Tax collection become useless in the state. People who move their get free government services.  In any event, Vermont comes out looking very good for population growth even though the place is colder than shit wilderness.
