The center on budget and policy Priorities talks about the Hoovers.
The total shortfall in state budgets for 2010 is $200 billion, 28% of total state revenue. For California, the worst, expect that 56% of the budget is not funded for 2010. California counties have a similar problem.
What solutions are there? None, except having the Gubinators of the Hoovers use the balanced budget amendment to slash services another 40% on top of previous cuts. Alternatively the Hoovers could simple declare themselves in Federal receivership. Such an action would constitue a financial rebellion and invalidate federal mandates.
