Most explosive graph of the year

You talk about nutty agents making bizarre time series.  What makes that red line?  Regulated lenders getting the max out of their required reserve ratio.  This is a price control result.

Who owns most of those red marks?  Why the US Senate, they bought the GSEs during the crash.  The Senate gets the interest earned, unless they decide to steal it up front, for some odd ball reason.  Where does the  money come from ? Why it is taken from the rate subsidies given to the Senate.  Who owns the GSE assets? Well, waddya know, the Fed bought a bunch of them during the crash.

Is this a conspiracy?

No, way too complex for these bozos to figure out.  No this is just an ad hoc maze of banking flows, mostly incomprehensible by human mind.
