Repeat advice for the Chinese Communists

If you want to screw with monetary transfer, then simply tax the outflow.  Make it legal, and collect some loot to recycle.  Plow the taxes back into the market.  The better idea is to decentralize the central bank to a multi-currency world, otherwise you will be swamped by technology revolution in pure cash.
