I make the case for trade tariffs

The tax system is inefficient in any event. 

The theory is that tariff taxes can be at least more efficient. Tariffs, if they can be repriced efficiently, can measure the tax on relative unproductivity. Inefficient taxation is a zombie subsidy. Efficiently priced tariff tax at least differentiate the subsidy cost across the zombie class.
