Fail to deliver what?

 A Fed Failure to Deliver Could Finally Push U.S. Yields Above 1%

U.S. yields at 1% seem about right looking at the long term.  

What the Fed really fails to deliver is VAT taxes on the little folks, and that raises rates.  So, nice try for this locked article, but I want the ten year just above 1%.
