A simple immigration solution

Simply agree that any North American, willing to prove a citizenship shall have extended stay and travel in North American countries. So, if one in now undocumented; then one should document document, without near or medium term bias. Subsequent to declaration, citizens of North America will hold some longer term right to movement.

We all imply that things will be a bit freer with less documentation penalty; in return the citizen acknowledges the right of some regulation by individual countries.

Is that unlibertarian? It seems to me this splits the difference, documentation greatly reduces transaction costs in labor, its an economy of scale.
