The report, on a proposed constitutional amendment on realignment, was made available Feb. 28 to the Legislature’s Conference Committee on the Budget. However, lawmakers and observers seemed more confused and unsure after the hearing than before receiving the proposal. This is the proposal to push the bankruptcy down to the counties
Now that the light is shining on Brown’s proposed budget, it should be clarified that his projected $25 billion State General Fund Budget deficit is over an 18-month period and really equates to $16.6 billion on an annualized basis. This is a Gubinator style extend and pretend hiding a $9 billion budget hole
1. Schools. The Legislative Analyst’s Office found that union protectionism of certain non-core job “categories” in K-12 schools made school district budgeting nearly impossible.Unions fudging and spiking to run up the deficit
The Department of Housing and Community Development cut nearly half of a billion dollars ($490 million) and didn’t have to lay off anyone. The same employee count but less housing money dispersed
Like the many redevelopment agencies around the state that are defiantly working to authorize huge bond issues in the face of Gov. Brown’s proposal to de-commission them, a significant number of local governments have “spiked” pension benefits apparently without media attention.A last minute dash to borrow money and spike pensions before the default.
The legislature is in way over their heads, few of them understand budgeting at all. Jerry Brown is dealing with rampant corruption, a mad dash toward something, probably civil strife looms.
