American leftists always want their programs managed from the largest tax collector, afraid to collect their socialist taxes at lower levels. The result are large wage channels from Congress to individual American pay stubs. Less variability means smaller GDP and more poverty, courtesy of the American left. We have this situation where Romer and Drum demand money be taken from California's poor and re-distributed to elites in DC. They know it doesn't work. Sen Reid is a sucker for this, getting talked into large tax subsidies from his citizens to DC, the priced paid for Reid's DC Elitism.
