The Mandate Thing

Looking back on Dean Baker's claim that the Social Security tax was separate, designated, and protected because it was written on some website of the Great Exogeneous?  Then we looked closer and found the Obama just simply wiiped out part ot the tax when he did his income  tax extension deal.  There is no Mandate, SS is just as vulnerable as anything else.
